I need to install Oracle 8i server on a fresh machine having windows 2003 server. Please advise issues, if any

this type of error is occour when i access oracle

ERROR : 2004-06-10 10:45:08
# -2147467259 : ORA-12535: TNS:operation timed out
in OraOLEDB at frmSplash.tmrSettings_Timer(300)
