Is there anyway to dictate the amount of storage allocated for a blob over 4k writting to the LOB Segment?

I have a 16k db Block size & if I simple write a record with a blob that is just over 4k I see that oracle allocates 65536 k.  I would like to move that to something like 32k.

Can this be done?
