You cannot import data with no rows, since the rows have data into. The data is stored in rows.

If you mean to import database tables without the rows, you have to create a dump file which doesn't have any rows. As with ROWS=N parameter in the export parameter file.

use the below approach

Exp User/password tables=(list) rows=N
or while importing use Rows=N
