I am doing a first time install of Oracle 9i. I chose to skip installing a starter database. I am now trying to login to oracle using sqlplus using sys as sysdba and change_on_install as the password but it says invalid username/password...
I'm sure I am missing something...can someone help me?

You did mention that you skipped installation of the starter database, so where are you trying to login ??
You need to have a database to be able to log in ... create your database first.

From what you have said, it looks like you have installed oracle 9i software not the database. You have to install the oracle 9i db to login, you can use the dbca (database configuration assistant) tool to install one or you can even hand create a database.
Remember internal will not work on 9i, Oracle has desupported internal user, so use sys or system.
svrmgrl is obsolete in 9i they had it till 8.1.7 for backward compatibility, so the best way to get in is through sqlplus
