Hello,
I am facing a very awkward problem. When response from Oracle server becomes very slow (as if the server has hung), firing some sql statement like some select statement from other connections causes the response to come immediately.
Any idea what causes this to happen?

Sounds like you are using MTS.
It is an Oracle bug. Sometimes on a slow system the listener will go to sleep for about a minute, then wake up and go to sleep again. Pretty annoying. Doesn't seem to happen on a busy system.
Don't know when it will be fixed, we still have the problem on 8.1.7
