If one user logins twice, using the same loginid and password, is this treated by Oracle as two separate logins, with two separate transactions and separate system resources or does Oracle treat this as one login, as a single transaction and one set of system resources shared between the two logins?

both the sessions are different.
until the calling session commits the transaction, the other session cannot see it.
