I'm sorry that I was referring to the wrong file, it should be SQLNET.ORA , NOT TNSNAMES.ORA (i.e. $ORACLE_HOME/network/admin/sqlnet.ora)

if you put TNSNAMES to the front, it should solve the problem.

NAMES.DIRECTORY_PATH= (TNSNAMES, HOSTNAME, ONAMES)
