Is there a better way of logging users off 11i without killing the process. I am thinking of if they are logged on and we are due to do a cold backup. The database does not come down if a user is logged in ?

If you are doing cold backups do a "shutdown immediate". If you do just a "shutdown" all processes will have to commit before the DB will come down and may sit there forever. Oracle will shut down all connections and server processes with the "immediate" command.
