Can anybody able to give me suggetion that How can estimate Which server configuration (H/W)
is suitable for the New Database (tool / an book)

Start with what your budget is for the system project. Then the type and size of database/work you are planning to do.

For small system, you can get off with NT on a smaller budget.

For large and big scale databases, noting less than UNIX.
