This link offers a solution to the problem of the Oracle installation program:

By renaming the file "symcjit.dll" to "symcjit.old", we were able to run the Oracle 8.1.7 client installation program on a Windows XP Pentium 4 system.

(During Net8 configuration, we got a message saying that the compiler "symcjit.dll" was missing and that the system would use the interpreter instead. It doesn't seem to be critical.)
